Operator Recycled at Reclamation Center

MONMOUTH COUNTY, (April 3, 2008) - A new operator will begin running Monmouth County's materials processing and recovery facility at the Tinton Falls Reclamation Center, under a five-year contract worth $6.49 million in the first year.

Hundreds of tons of selected residential waste are processed through the facility's sorting system to recover recyclable materials, with the nonrecyclable items compacted, baled and transported to the adjacent landfill.

The contract was awarded to the lone company to submit a proposal - Illinois-based Delta Management Group LLC, a partner of Greenstar North America - at the county freeholder board meeting last Thursday. The contract's first-year value is about $400,000 less than the previous year's cost, which county officials said is partly attributable to cheaper power costs associated with a methane gas conversion system.

The facility was built and has been operated by National Ecology Co. since 1995. Officials from that company could not be reached for comment; county spokesman William K. Heine said the parent company, Babcock and Wilcox, "has changed its business model, and that's why it no longer wanted to run the (facility)."

Operations will change hands on June 15, said Greenstar spokeswoman Sara Conte.

"All told, we have 15 similar facilities in the central United States and the Northeast," Conte said. "We thought Monmouth County was a very good opportunity to get involved in, and we're looking forward to starting work there. We expect to do a good job. We will seek to improve the service for residents and make operating improvements and look at ways to improve efficiency."

"The county looked at cost, technical experience, plan for service and financial backing in selecting a company to run the operation," Heine said. "Even though Delta was the only company to offer a proposal, the county was able to evaluate it based on those criteria."

Heine added, "In addition to assuming the daily operation of the (facility), Delta has proposed to explore alternate uses of a portion of the waste stream, which would bolster the (freeholder board's) efforts to extend the life of the county landfill."

"These material recovery efforts include fuel pellet production or the use of pulping technology, which transforms solid waste into a usable commodity such as paper pulp," he said. "These methods would not only save space at the landfill, but they would provide increased long-term financial opportunities for the county."
